Is this a list of legally verified or recommended lenders?

No. It organises provider-published facts. A source check is not an independent licence check, personal recommendation or approval prediction.

Can I apply through HiramGuide?

Why do several GCash products use the same app?

GLoan, GCredit and GGives are separate features inside GCash. Open the relevant Borrow dashboard; there are not three separate official product apps.
